ESCAPE OF GAS … Question for the plumbing and heating professional liscensed>>>?

I do not think my landlord at low prices! I have a gas leak at the heater valve central wall and my neighbor has a gas leak in your wallet than 1.5 cubic feet an hour. What General Contractors do? Are they allowed to do plumbing and heating? Our landlord says this is a general contractor and can do this job. We do, trust Is it because complained of odors, invoices, malaise, and the only reason for the trouble of dealing is because Co finally stop our gas gas! Thanks!
